If it's just tilesets you're looking for, those should be available on Steam as mod workshop items or on various places on the internet, either paid or for free. I feel that mapping is one of the most satisfying and personal parts of creating a game, so it's hard for me to picture wanting to outsource map creation, but if you are working with a team it could be one of the things you delegate to someone else. The FES Resource Pack is updating to add sample maps to the mix.

Then finally I will make the game itself. And even then, those are generally are designed in-editor first, ported over to an image editing program for further modification, then brought back into the editor as a background image. RPG Maker VX Ace, like most recent RPG Maker software, I believe, comes with sample maps, and I just used them instead of making my own maps. Hopefully when that is done, I will start filling up the database. Are you talking about actual whole completed maps themselves, or map tilesets? Maps need to be designed in-editor, there isn't really any way to "import" map data into the game, unless you're talking about parallax maps.
